The ability to sabatuer is unlocked midway through the game. Providing you have built the MKU, simply spend bucks on a captured enemy agent then release them. About 1 day later a notification will pop up letting u know they have destroyed a beholder cell, repeat 5 times. Its very nice to see beholder cells disappear from the map due to your cunning ways...

Just some notes . . .
The Saboteur ability unlocks in Chapter 4.
Like most achievements in this game - the tracker updates as soon as it happens. So, you can save right before releasing a Saboteur agent into a cell and reload the save 5 times to pop the achievement.
