The key to this achievment is basically not using the investigation jobs in the base. So in case you were wondering whether you have to do all the investigations or something even more awful, than you don't. You just have to do the cases you actually do all by yourself. Those could probably be story related only, though I did several more on my playthrough.

I can confirm that, if you didn't let any agents to solve files, achievement will pop, even if you only solve main plot related files, so there is no need to solve the rest if you don't feel like it.
You may miss some unlockables (trade contracts, blueprints etc.), but they are not necessary to finish the game.
