How to unlock the I dub thee… achievement in Phantom Dust - Definitive Guide
First, you should download the free 'Multiplayer Starter Pack' from the Xbox store. It contains a lot of valuable things including a free two-school arsenal that you can use to get this achievement.
Once you've downloaded the pack, simply go to Multiplayer Mode > Xbox Live > Lab > Edit Arsenal.
Once you reach the arsenal selection screen, press the button to bring up a list of options. You should have the option to rename your arsenal. Simply rename the arsenal, save your changes and the achievement is yours!
EDIT: As earlofillusion pointed out in the comments, you can also unlock this achievement in the single player mode after you reach a certain point in Chapter 3.

As an aside, if you're going through the single-player first, you'll be able to unlock this early in the third chapter after Ubiquitous tells you that you can now create your own arsenal. Same process as above in this case.

It should be noted that you may have to go to the Store menu before the Lab menu and Redeem the Starter Pack. It kept telling me I had no arsenal until I redeemed it from the in-game store.

In Scenario Mode, you will be able to create your own arsenal by the beginning of Chapter 3. Once you have your arsenal, head on over to the Lab and interact with the Arsenal Analysis Terminal. Select the edit arsenal option, then press to bring up the options menu. From here, you can change the name of your arsenal.
