You will find the Lotus Eater mid way through the Avaris Level. Shortly after the second prayer statue and beside the lever which opens the second set of concrete doors.

There's a pretty tough battle enroute to this location I recommend equipping a spear to inflict attacks on multiple foes as well as the Arrow of Desire backpack which is perfect for this battle.
