Heka Steles are fast travel stones.
At the beginning of the game a prisoner in a cage gives you some important information. He tells you that only those blessed by the priestesses magic can activate the stones.
This is important information as the final Heka Stele stone in the Red Pharaohs palace will only activate if you agree to help
. I recommend using the cloud save exploit to get this aswell as the achievement for the three different endings.
Other than this final stone every major area has a fast travel stone. Remember that the Gates of Thebes area also has a Heke Stele stone.
Altogether I believe there are 13. Provided you are being thorough you should come across these naturally.
