You can purchase 2 fishing rods from the merchant in Nile Delta.
The merchant took me a long time to find. He is actually towards the end of the level near the exit to Avaris. He is on an upper level right at the end of a long curving wooden walkway.
Here is a vide of his location. Simply equip the rod and kill one of the enemies. The rod is actually good weapon.
