This achievement is unlocked on the Nile Delta region.
You will find the Naval Commander near the very first prayer statue in the Nile. From the statue enter a doorway and you will be on upper level. Turn right and you will see the commander standing. Initiate contact for the quest
The command batton is located in a chest near the second prayer statue. The statue is right next to Nubnoferets Sister priestess of Ishtar.

From the statue run up some wooden steps. Then turn left. You will need to defeat giant pink reptiles and 2 small green reptiles. Then run to the end of the pier to open the chest.
