This one is a bit finicky to get since you have to kill the mindfragger just as it’s pouncing on you. I found the easiest way was to get two soldiers in close proximity to a mindfragger and put them on overwatch over eachother.
It might take a few tries to get the reticle just right, since it might pass between you or behind you before pouncing, so you might need to be careful to put the overwatch only over your fellow soldier to not kill it too early.
If you’re having trouble finding them, Mindfraggers are pretty much guaranteed spawns inside eggs in Pandoran Nests.

It helps to go for this in the Nest missions, with the multiple Mindfraggers and the narrow corridors, you have multiple opportunities and much more restricted movement (for the Fraggers)
