There are several side missions where you have to evacuate the soldiers afterwards. For example, rescue missions. One objective is to evacuate all Phoenix units.
On the map you can see yellow framed areas with an emergency exit symbol. This is where you must lead the soldiers to evacuate them.
If a soldier is not already bleeding, you can help. Use the Free Aiming system to aim at an arm or leg until it is disabled. It's faster without armor. Snipers are the most effective.
