Not as difficult as it would seem. Build your rewind power up by grinding it on a one ball challenge. Apply rewind as your power and go to single player and just focus on the lit ramps.
"Catch" the ball with the flippers when possible to have more control and this will unlock reasonably quickly. I was surprised that this had a 0.04% completion on Xbox as I've had much more difficult.

You need to advance the Raft down the river to Wet Willie’s Ranch. The primary way to advance the Raft is by completing the flashing Hazard shots. The yellow Raft Lamps, located in the middle of the playfield, indicate the Raft number you are currently on. You start each game on Raft number 2.
The Orange Arrow in front of each of the 7 primary hazard shots will flash when it needs to be completed in order to advance the Raft. To advance the Raft the 1st time, only one Hazard must be completed. After every 2nd Raft you advance to from that point on, the number of Hazards that must be completed increases by 1. Once Wet Willie’s Ranch Mode is activated you get the achievement.
The table guide in the game does not do a good job of explaining the goals of this table. As with most of the Pinball FX3 achievements, use the rewind wizard power (get from reaching at least level 5 on the one ball challenge) to reverse accidental ball drains.
