To create a spotlighted tournament you will need to get your "spotlight bar" to 100% .
To do this you will get incremental increases when you play other people's tournaments, it will show your progress after you play a table in tournament.
When you create a tournament one of the last options after you choose table, mode and time etc is to "spotlight it". So don't forget to highlight this option.
You will get the achievement as soon as you publish your spotlighted tournament.
