Will occur naturally, just make sure to leave Horatio or Hailey in your party so they can level up. You'll gain XP from battles, and their level is shown in battle, and at the map screen.
The, Pants, Party
This will come fairly quickly (3-4 hours of game time), simply by completing random side-quests and working on capturing all the different enemy types. You need a character to hit Level 80 for another achievement, so it would make sense to leave at least one of these two in your party (you'll likely use them the entire game anyway).
