The “Jetpack” Upgrade is actually the Rocket Boots. Simply load into Survival and Purchase the Upgrade at the Center of the Base with your surplus of $10000. Hope this helps!

From the main menu, select "Start", select "Survival" when it loads, you will be in front of the "Reactor" where you can buy weapons and upgrades. Press LT to access the upgrade menu then use the D-pad to select the "Rocket Boots" and press A to buy it. Press LT to exit the upgrade menu. It should unlock.
