You will come to a part in the caves, really early in where mui can activate the lights.
Place mui on the second light you come across, then run back to your left a little, take a leap of faith and climb the rope for your shrine.
The rope can be hard to see.

Chapter 4
Right near the beginning of the chapter, you'll be introduced to the pads that Mui stands on to generate light. You'll leave Mui on the first one while you platform to the second one. Place Mui on the second light-generating pad, and then instead of progressing right, go back left the way you came and jump onto a barely-visible rope. Climb up to find the shrine.
