This is the second Shrine in Chapter 9. Shortly after the start, you will assume control of a Drone. Fly the drone all the way up to the top of the cliff to see the Shrine, then head left and place the Drone on a Bio-Sensor. A platform on the left of the cliff will now be unfolded and you can climb up top to interact with the Shrine and unlock the Achievement.

I found this shrine it didn’t unlock redid the level still didn’t unlock thought I would have to play entire story over so continued on going for flawless still. I was able to meet requirements for flawless also but because this achievement was missing I believe I glitched it. See when I first didn’t get it I instantly returned to last check point tried again. Didn’t work moved on the next section of level didn’t get it reset the level still didn’t get it. Continued to next level still didn’t get it tried resetting the level again didn’t get it backed out when back the next chapter and finished the game while resetting levels after each death for my flawless run didn’t get that achievement either. I then replayed up to the level for this shrine on a new save slot and still didn’t get it. On the first save slot I was able to get the 10/10 shrine and the achievement for finding all the shrines. Any ideas on what I do now? I’m missing three achievements because of this glitch.

@HiddenZero Sadly all I can think to suggest is deleting your save data and starting again.

Chapter 9
Closer to halfway through the level, you'll come to a puzzle section where you need to swing over a big black puddle monster, then crouch under some rocks to find a point that lets you control a flying robot. That flying robot needs to first be used to clear all the puddles in the area of monsters (like you would to progress the story), but once done, fly the robot to the top of the puzzle, and on the top platform you'll see the shrine. Fly just left of the shrine to find some black plant you can park the robot on to extend a bridge from the left side of the platform. Now, assuming you also got rid of the monster in the big black puddle, you can go back left and climb up to the extended bridge to reach the shrine.
