Don't know if this has happened to anybody else but I got this achievement today by killing a peashooter player and a potted dark flower instead of another player. Might be a slightly easier way of doing it as the potted plants have much lower health

Mine popped for me when I took out a peashooter(player) and a potted fire peashooter.

I have tried killing multiple players who all purposefully grouped together for me with under 20 health, and only 1 of them died... I think the ZPG is a bit broken... but luckily you can kill a plant and a potted plant together. An easy target tends to be the sunflower rooting herself in the floor for her solarbeam attack next to her own heal flower. That is how I earned the achievement. You can easily boost this with a friend.

With the addition of the new playlist Taco Bandits (9/30/14), I was finally able to pop this achievement.
Game after game of Gardens and Graveyards and Gnome Bomb made me realize that plants just weren't close enough to each other. With Taco Bandits, you can usually find a good grouping right around the taco cart that are easy to pick off with a rocket.
I ended up getting this on the Chomp Town map with a plant / potted plant kill (can confirm this still counts, but did take a few seconds for it to register).
The two easiest maps to get this on would probably be . . .
Suburban Flats: Any of the surrounding houses giving a nice high view without being too far away for someone to get a kill before your rocket reaches, but they lack cover on all sides.
Jewel Junction: Nice vantage point on the second level of the main building with no obstacles in the way. Plants usually wont see you until you fire, and there are a lot of walls to provide cover.

I tried using FLYxBOII's solution, and whilst I have no doubt it will work, I found that when I saw someone being revived, I couldn't time it right and only got one kill, or someone killed the plant doing the reviving before I could get my shot off.
I tried a different method which worked for me on my 3rd attempt, but it will involve an element of luck.
Playing Gardens and Graveyards, use the Foot Soldier class and try to hang back a little whilst the rest of your team are attacking. Doing this will mean you have more chance of the plants health already being depleted when you fire your ZPG.
I found a spot on the ground so there's less chance of being seen and waited until I could see two plants close together before I let fly.
The chances are you won't get it first time, but if you keep trying, I'm sure you'll get nail it eventually.
