Confirmed that they can be found in the cheapest Reinforcements Packs (1000 coins), just got 5x Laser Bean in a pack. My guess is it can be found in the Legends of the Lawn Packs (30 000 coins) but I can't confirm it, I also tried buying quite a few of the Incredi-Plant Pack but to no success. If someone found them in any other packs, let me know and I'll update the solution.
EDIT: Actually just found one in the Zomboss Down Pack (20 000) too, so they are confirmed too.

I just got one in the 1,000 coins pack for plants, so I can confirm they can be obtained that way too

Your mileage may vary, but I got a Laser Bean after opening 7 Reinforcement Packs.
