These are best used as mines though weaker than the Potato Mine's used by the Cactus. I would make sure that I always threw mines around objectives or in common walkways. When you are capturing a Garden make sure to throw these down since many Plants that are coming into the area to defend it will be weakened by your team mates and this is a great place to get some easy kills. I have found that by doubling them up in a location that they will kill most enemies in 1 hit.
Also they do not seem to do much damage if you stick them on an enemy. I have stuck 2 on the same enemy and found that they survived and it still took several shots to kill them afterwards.
This will take awhile but as long as you are always throwing them around then you will eventually get this.

This seems to have glitched for me - on both the achievement progress in the Achievement app and on the bar on TA I have 100% :/

We throw two 1 by 1 bombs at the point, wait for the enemy to approach, “kick” him a couple of times and wait until he pushes... This is much faster than running to the area in the garden & graveyard
