Unfortunately matches don't have many real players, so you might struggle to find actual people.
With one party member start a Garden Gnome match. Invite your friend/Smurf account to the game via the Xbox "invite to game" option. They'll load in and the match will start. Play the match and win. Rinse repeat.
You can both be on the same team with the respawn>switch teams option, so if you're playing with a real person you can both get the achievement.

Yup. Just like old cod games team vanquish (tdm) is the only game mode with players. Everything is empty.
