Since the other solution is posting incorrect information, I thought I would give more accurate information.
You can get all 3 zombies from Zomboss Down, Vengeful Zomboss, or Legends of the Lawn packs. The other solution states you can only get from Legends of the Lawn, which is incorrect.
Going for either Zomboss pack is quicker then Legends of the Lawn for 3 reasons.
1) Zomboss are 20k each, Legends is 30k each.
2) Zomboss give 9 items per pack, Legends only give 6 items.
3) Vengeful Zomboss gives zombie specific items, Legends is zombie and plant items.

I spent around 300k on zomboss packs and did not receive any vampire zombies. Then I tried a legends of the lawn pack and got them first try.

I can also confirm Gwillstar's comment. Been spending hundreds of thousands on zomboss packs with no luck. First pack I got the dancer and my third pack got the healer. This whole solution should have more down votes then it has!

FYI you can get the zombies from the 10k pack as well. And the 10k pack is apparently the best pack to buy overall according to some reddit postings.

Yeah. Have you ever thought there's a reason everyone is getting the zombie they need first time for legends of the lawn packs? It's not because of freak chance.
You are guaranteed at least one of the following from a legends of the lawn pack.
-Laser Bean
-Backup Dancer
-Heal Zombie
-Vampire Zombie
Which means if you are missing one you have a 1 in 4 chance of pulling the one you need.
As opposed to a 1 in who knows how much chance in vengeful zomboss.

It is incorrect. I opened five Legends of the Lawn packs, and while the first four had one of those four each time, the fifth one did not. You can add Yeti Imp to the list, i guess.

I can confirm that Legends of the Lawn pack are better. You are guaranteed to get either one of the three zombies needed or a laser bean. I kept trying for a while with the Zomboss packs to no avail but got all the zombies I needed with five Legends of the Lawn packs

I had people stating on my solution that they tried dozens of pack with no luck, but nobody downvoted a good described and explained solution, because I tell at the beginning : it's luck based. I just unlocked this achievement on March 26th, 2022 and I just want to say I found this post ironic because I been buying the stupid Vengeful Zomboss at 20,000 each and wasted days and days of grinding. I finally decided to switch to buying the Legends of the Lawn pack at 30,000 each and after my 4th try, I got the vampire zombie I needed.
I'm not saying it's not possible to unlock that vampire zombie in the Zomboss pack but I bought so many it's not even funny or accurate for me to support that those packs even have the vampire zombie.
