The shop can be found on the Airship after you collect a couple medallions. The old man will tell you that he found his old stuff and you can buy these items to help you find things throughout the game. The cheapest one is the Telescope and it costs 25 coins.

You can get this the moment he starts selling explorer items on the ship. You pretty much can't miss this achievement.

After you earn your first medallion from Cozy Canyon, the Master Explorer on the airship will start selling items that will help you explore as well as some new tools! The cheapest one in the list is the telescope, which costs 25 coins.
