At the beginning of Testchamber 16 pull the camera off the wall using portals, then pick it up and knock the first turret over using it.

on Testchamber 16 shoot a portal over the turret and one on the back on the camera it should hit the turret

Simply use a portal to knock a camera off of the wall. Then place one portal above the turret and the second portal under the camera. The camera will fall through the portal and knock over the turret, unlocking the achievement.
Turrets can be found in the following test chambers:
- Test Chamber Sixteen (12 turrets).
- Test Chamber Eighteen (4 turrets).
- Test Chamber Nineteen (14 turrets).
