In order to Date a villager you must first get them to Friendship level 3. This will be marked by their Journal Entry as a grey, unfilled heart. As you can only reach this level with someone with the tag "Romanceable" in your Journal only the following Villagers qualify to earn this:
Leano
Martha
Matheo
Reyner
Rue
Xiao
After doing so Nova will post a Quest on the Community board about seeing her at Silky Stitch Tailors [Closed on Sundays] to talk about Trading. She will offer to give you a Moon Brooch in exchange for 5 Moon Cloves. You can give this to anyone you are level 3 with by talking and selecting the "Confess" option. After which this will fill in the heart on their Social page, and will replace "Confess" with "Date" the next time you speak.

Dated 3 times at least, and no chievo 😥

chievo seems bugged. also did not unlock after dating 3 times. however this did it for me. I went on a date. after the date i immediately went back to the person I went on a date with. I clicked on the date button again (it has a checkmark and will tell you you can´t do it again on the same day). right after doing this the chievo popped for me
