You need to drum a song with only one stick and still get 3 seals. I confirmed with a seven45 employee that the Airstrike drum is required because it uses a sensor to know this is what you did.
edit: looks like an update prevents the achievement since it thinks the airstrike drum is a rock band set. based on another solution, looks like you need to do it on an xbox that hasn't connected and updated since 2012

I was hoping I would find it cheap some day to complete the game, I couldn't even find the band set in Canada when I bought pg. I had tried the drum at Pax and found I didn't like the lack of hitting something so never really went out of my way either.

Due to a system update, the Power gig six-string guitar and the Airstrike drums will not be recognized as the respective instruments in-game. Instead, they will be recognized as GH/RB peripherals.
If you still want to earn those last 4 achievements requiring the “real” plastic guitar and the lump of plastic they call Airstrike drums, you must go to great lengths to do so.
1. Move your gamer tag to a storage device via Transfer cable. You can also use a USB which is much easier; Credit to LeglessMoof for the find.
2. Connect the transfer cable to an Xbox that is not connected to Xbox live and has not been patched or updated since 2012. We will call this the “old” Xbox.
3. Move your gamer tag to the “old” Xbox and play this god-awful game to the best of your abilities.

This solution is confusing because you say that "the Airstrike drums will not be recognized in-game". But I am able to load the game and play with the Airstrike drums just fine, even with the latest system update (as of this writing).
However, you're correct that the achievement doesn't unlock with the latest system update. I borrowed an old Xbox from a friend and was able to get the achievement offline using your guide. I downloaded my profile to a USB memory stick though, instead of using the transfer cable.

This achievement is easy to get on what seems to be the most popular drumming song in this game (for cheevos, anyway)...
Simply set yourself up to play Lay Down Sally on Recruit difficulty, set one of the drumsticks down so you won't be tempted to use it, and hold the other in your dominant drumming hand. As long as you can hold a beat and keep the muliplier up, you should have no problems.
Almost forgot to mention -- yes, you DO need the airstrike kit to get this achievement. It will not work with other drums or regular controllers.
