To unlock Laoshi, defeat him in the three Match Play challenges in Career Mode in the Emperor's Garden. His 'Zen Focus' slows down the shot meter to make both button taps far easier to time.
Once you have Laoshi, the quickest way to do it is to go to an 18 hole course in Career Mode. This will give you four shots at striking a full power, perfect strike. Before you begin your swing, hold X to begin his ability. The first tap is the trickier of the two; to know when to time it right, wait for the orange power marker to flash, then tap A. The second tap is easy -- tap on the white line for the perfect strike.
If you don't get it on your first try, try it again! In an 18 hole course, you have four chances to correctly use his ability.

You can unlock Laoshi by just playing the final Par 4 challenge against him. Once you get to a certain level (I think near 30) you can skip right to the last event.

Might want to add that since the DLC ALL career levels are open from the beginning, so you can play him regardless of your level.
