Henry's Illusion Ball can be a bit unpredictable, so this may take a few attempts. Go into Free Play > City Park > Par 3s > Amateur Difficulty. This puts you on the first par 3 of City Park, so if you make a mistake, you can exit the round and come right back here.
The best way to do this is to make a shot that was already likely to come within three feet. Intentionally come up short of the green, then switch to a backspin pitch shot and activate as soon as you can.

It seems you can also get this while putting. I don't know how far you have to be, but I attempted a 30ft putt and used the ability, and landed within a couple feet of the pin and the achievement unlocked.
