Ideally, you want to shoot so normally, your ball would land just short of the hole. The magnetic ability should pull it in from there. As you can see in the video, if you overshoot, it's not the end of the world.
The hole in the video is Hole 11 from City Park, so play the back 9 if you want to get there quickly. Drive so that you're somewhat close to the first bunker to get 160-180 yards away from the hole.
Getting this achievement will give you two others at minimum.
The Chip & In achievement in Powerstar Golf worth 23 pointsChip the ball into the cup from off the green.
The Movie Star achievement in Powerstar Golf worth 29 pointsHole out spectacularly, triggering an automatic game clip.

For Rules of Attraction, you're going to want to use Reiko's golfer ability, the magnetic field on a par 3 course. This is the same solution for getting a hole and one (the Ace achievement) and the Soaring achievement.
Play on City Park, amateur, and pick the par 3 holes.
Look at the wind, aim the opposite direction of it, and hold X.
Now try for a perfect shot and it may go in.
