On the clocktower level go inside and follow the stairs to the top floor. You will find a bell here with a little hammer next to it in the air, look at the hammer thingie and press

On the third job of the DLC, enter the clocktower and head upstairs to the bell. You should notice a hammer hanging next to it. Approach it and press the interact prompt to ring the bell.

You can go in the clocktower. Follow the stairs up to the room with the bell. From there hit the interact prompt to ring it.

This can be done at any point during the third job, the Hill Valley Clocktower.
The front door of the historical building is opened and you can enter the interior and climb the stairs located in the right side hallway up to the room housing the clock mechanisms and a large bell. This room will need to be cleaned as part of the job, but you can also operate the hammer hanging next to the bell to ring it. I chose to clean the bell and hammer before operatiing it, but I would assume you could do it right away if you want to knock out this trophy.
