The first job in the SpongeBob Career. It can be accessed from the main menu at any point of the career.
You can clean in any order, but you might as well do the Rock, Rock Underside, and Hinge at Patrick’s House last to get the achievement:
The It's not a Boulder, It's a Rock! achievement in PowerWash Simulator worth 76 pointsIn the Conch Street job, complete Patrick's Rock, Rock Hinge and Rock Underside last
Don’t forget you can open Patrick’s House!
EDIT FOR ANYONE HAVING ISSUES POPPING THE ACHIEVEMENT:
If you've played the Tomb Raider or Midgar DLC, there's a button underneath their campaigns that says "Restart." Click that button for one of them. This will clear your replays for those missions, but also lets you restart the campaign. Go to the campaign for that DLC, start a mission until you get a 1% completion, exit, then go to Bikini Bottom (or whatever mission you wanted to play) . And there you have it. Worked for me at least."

The Conch Street Job is the first unlocked in the DLC. You can check your to do list at anytime by pausing the game. You'll need to clean every item on the to do list fully to complete the job.
Make sure to complete the job specific It's not a Boulder, It's a Rock! (30G) achievement on your first playthrough, so you don't have to play the level again.

Conch Street is where Patrick Star, SpongeBob and Squidward live and you get to clean all three of their houses! Make sure to check It's not a Boulder, It's a Rock! 
to leave Patrick"s Rock exterior, underside and hinge for last.
