Pretty sure it's not just scratching. Anything that results in a ball in hand for your opponent counts as a foul. If you hit the wrong ball first (either your opponent's ball or the black ball) it's a foul, if you don't hit any ball in a shot it's a foul, if you don't hit any cushions in a shot and pocket nothing it's a foul and if you let the shot clock expire it's a foul. I wish I can be more definitive but I cannot seem to play a game without scratching the cueball lol. This achievement will likely become a pain in the arse for some, including me.
