Here's what I used to get this...
Weapon: Sweeping Angels (bottom left weapon): 3 Stars upgrade level
Buggy Model: In-vincible Buggy (optional, but helps)
Bottom: Nothing
Rear: Quick Fix (optional - lets you heal in case of damage): 1 Star upgrade level
Top: Magnetizer: 1 Star upgrade level (higher is better but I didn't have the coins)
The level I used was Level 23 (Level 1 in the Red Section) on freeplay. You can probably do this on most levels, but remember if you go to earlier levels, you will have less money and therefore will not be able to afford as much upgrades on the weapons. I had 8,332 coins at this point, so if you have less, you may have to downgrade a few things.
Start the mission. Don't shoot any enemy until there is 5 small guys in front of you (should be like 20 seconds into the level). Press
to activate your Magnetizer which pulls all the small enemies in a group right in front of you, then just hit 
to fire your Rockets and hopefully you'll get 5 in one try.
It took about 5-10 seconds after I did this for the achievement to pop up on screen.
