This achievement is annoying to get and very luck based. There were times that I didn't get this because the love struck enemies died while I was getting more, or some didn't spawn, or the billion times I didn't get the right powerup. Anyway, here is what I used to get this achievement and it's as good as any I think.
Level: World 2, Level 3 "Wellness Drink"
Weapon: Spitting Mary Level 2 (starter weapon) - you only need to kill 1 enemy, so this is enough.
Buggy: Serious Buggy - you could probably lower this a lot and upgrade elsewhere if you want.
Rear: Afterburner - This boost is what'll get you most things. Honestly, I don't find level 2 or higher any better.
Top: Magnetizer Level 2
The reason this level is good is because it has a powerup truck close to the start. Just use
to boost up the level and avoid the enemies. You want to keep as many enemies alive as possible. Soon as the truck appears, shoot it and hope for a lovestruck powerup (it's pink). If not, restart until you do get it. If you get it, then use your magnet and boost to bump as many enemies as possible. This still isn't easy but it's probably the best chance you'll have. I got it on my 5th lovestruck powerup, so don't lose hope.
