For this you will need to scan 2 Weaver class enemies to unlock the ability "Phantom Genesis". When you get this skill all you simply need to do is to use it on a dead corpse and it will transform into a friendly phantom.

Once you have the Psychoscope you will have to scan two Weavers to unlock the "Phantom Genesis" power. Then find a dead corpse and use 
to transform it into a friendly Phantom to unlock the achievement.
