This one's easy. In the first Prison Story, you'll be given a few optional objectives, which are as follows:
1. Build a path to your building
2. Properly floor your building
3. Build a window and a bookshelf in the prisoner's cell
4. Build some (2) external lights outside your building
As long as these four things are done before you fetch the prisoner, the achievement will pop.
I got this achievement in the free trial so I can confirm you don't need the full version of the game.

How do you build the outside lights? I tried this and it wouldn't let me do it before fetching the prisoner.

Thank you for this! Worked like a charm once I added the Concrete Tiles on the outside of the building.
