You dont need a prison that has 500 cells. Just simply keep accepting more prisoners until you have 500. I had 200+ cells/prisoners and it allowed me to accept 300 more prisoners (500+/200+) and it popped.
however u will need 500prisoners in cells for grant if u are doing all achievements, or just add beds to your holding cell until u have room for 500 if u leave it for last

Can this be done with unlimited funds? It doesn't say standard difficulty like most of the others.
