How to unlock the Failure To Communicate achievement in Prison Architect: Edition - Definitive Guide

Start up the map Iron Fort in Prison Warden mode. I chose County difficulty. You need to specifically enable the Prison Gangs setting (this makes the difficulty "custom").

This map has a mirrored layout so you can do this either on the right or left side but at the far edge there is a small self contained area with some cells, a shower, cleaning, common room, yard, laundry, canteen and kitchen. Assign these rooms as SuperMax sectors by going into Prison Running > Security Sectors.

Now increase your intake of prisoners in Reports > Intake, take in as many medium and maximum security prisoners as you can for a few days. Keep tabs on the menu Prison Running > Prison Gangs to see how many of the prisoners that come in are gang members. Minimum security prisoners have a much much lower chance of yielding gang members than maximum security prisoners do so don't bother with them.

Once you have several prisoners from the same gang in your prison assign them to the SuperMax security level by pressing cn_X on them to bring up their menu and go to Security. I had 5 members of the same gang on Day 4.

Now change the regime for SuperMax so they spend all day in the yard, they should take over the yard once there are five of them in there. If your gang members are stuck in solitary or lockdown just disable all punishments in the Reports > Policy screen. Press cn_X to evict the gang from the area. Send in riot guards from the Emergencies menu to take back the yard from the gang members.

This map is also offers opportunities for the rioting achievement as it seems large-scale riots occur often on it. I had 50+ prisoner riots twice before day 7.

I would like to add that it's easier to build up a gang of five members if you assign them to super max as they arrive. That way they don't get involved in the riots that might occur elsewhere in the prison. Also saving right before the intake arrival let me retry if I didn't get any gang members that intake.

I setup the max security zone like in the screenshot and set their regime entirely to yard, but the prisoners never go to the yard for me. I even unlocked their doors to make sure they weren't being blocked and still nothing. They just sit in their cells until they get pissed off and start attacking stuff. Anybody else have this issue?

Easiest way I found to get this was to start a new map on county with Gangs Enabled. Gangs members are most often Max prisoners so create a prison and intake about 10-20 Max Security Prisoners at a time. Make sure you have intelligence researched so you can look at your Prison Gang info.

From there what I did was create a second smaller prison building that had about 6 improved cells (quick build) a canteen/kitchen and the yard between them. Make that smaller prison a Min Security Prison area.

[Cells] -- [Yard] -- [Canteen]

A yard having objects in it will be a Gang Interest. Now once you have that built look into your Prison Gang info and see what gang has the most members, you'll need about 5)6 members. Pick the largest gang and switch all members to Min Security so they will be placed in the smaller prison.

Then once you have enough Gang Members set the routine that after they eat they have to head out to the yard and make sure no guards or other gangs are in there. Once all the Gang members you want are in the yard manually lock all the doors so they can't leave. They will passively claim the yard because they have enough members in that area. Once the icon changes to their gang symbol you can send in your guards to claim it back.

Now normally you would have to wait to have at least 10 members in a gang to get a Leader who would make the decision to claim that area. However this way you don't have to wait to get that many gang members. Bonus about this method is because they didn't actively want to claim the area they didn't try to fight my guards when I sent them in to claim the area back.

Are you sure that with only 3 members work? Actually im trying with 4 but doesnt work at all.

its 3-6 members. You'll notice when you zoom in the details of the yard you want them to take over just how many gang members are needed to claim that area.

Rather than build my own I used this strategy in warden mode using the Iron Fort map. In the middle on the far right or left there are 4 self contained areas that each have a small block of cells, small yard, kitchen, canteen, laundry, cleaning and common room.
I used the security sectors menu to set each of the rooms in one of the 4 areas to super-max. Then changed the prisoners in the largest gang to super-max so they got assigned to the area and changed the regime for supermax so they spend all day in the yard. I needed 5 members to take over the yard and it took 2 intake days (max and medium) to get all 5 for me.

This is the only prison that you'll play under a "Custom" difficulty. You could either start your own prison or to get it over quickly play on the Ironfort Prison Warden map.

Make sure that you turn Gangs On in Game Preferences (which will set the difficulty to Custom) before you start from the menu (you'll know that Gangs are enabled when you start because the Common Rooms and Yards will have a symbol over them).

When you start the game there are two Cell Blocks containing 20 Cells on either side of the map (Middle Left and Middle Right). Designate 1 of these blocks to Super Max (including the other rooms in that block. Yard, Common Room, etc.)

In-take as many Medium and High Security Prisoners as you can and you'll notice a new option in the Prison Running menu called Gangs (it requires the research of Intelligence and doesn't appear until you have one gang member). Keep in-taking prisoners until you have five members of the same gang. Now select each prisoner in the gang with the and select Security to change their security rating to Super Max. Once all five gang members are set to Super Max they should all be housed together in the Super Max Cell Block you designated earlier.

Change the Super Max Regime so that they have a lot of Yard time and they should take over the Yard.

Once they have taken over the Yard (the icon will change). You can then click on the icon and instruct your Guards to take it back (you can hire a load of Guards as money shouldn't be a problem for you!). They should take it over without any trouble although it does take a few in-game hours and the achievement will unlock.
