This might take a little time, but it can be achieved on any difficulty apart from Custom, so the easiest bet would be to set the difficulty as "County".
You will need to unlock every item within the Bureaucracy board. To unlock Bureaucracy you will need a Warden. Each unlock costs a bit of money and takes some time to be available for use. Note you don't need to use everything from the board, just simply unlock it.
Some will require certain staff members to unlock, for instance to unlock Offshore Tax Haven/Tax Relief you will need a lawyer present on site within his own office. Another example would be Tazer rollout/Dogs/Security cameras which all require a Security chief.
You can run multiple unlocks at once, for instance a Chief, Lawyer and Foreman can all work on something at the same time because they are from different sections of the board, but a foreman cannot work towards 2 from his section at the same time.
