You could either print that list out and play the game normally, crossing off all stadiums you played already. Just do the Champions League; Master League and Copa Libertadores achievements first. (Time saving method)
Or you could play 25 exibition games and choose the stadium you want to play in. (Time intensive method)
NOTE: As the achievement description already mentioned, you DON'T have to play in your created stadiums from the "Edit Mode".
NOTE2: As "Dexter010" said in the comments, you can also play against a 2nd controller to get this achievement. Thanks!

Can you only earn this achievement while playing against the CPU? Or is this also possible in a local versus match?

There are a total of 25 stadiums that you will have to play at. You do not actively want to work on this until you've played through all of the other game modes. When you play matches, I recommend that you cross off stadiums that you're playing at. This way you'll which stadiums are left when you start actually working on this trophy. When this time comes, you should play on Exhibition mode and, if necessary, work on the "Dead-ball Expert" trophy in conjunction. See it for more details.
