this may not work for everyone):
Have a striker who is good in the air (I had Cavani) along with 2 pacey wingers (Dembele and Zaha - although I had Pedro on loan for the final 8/9 games). Then I found using a floated cross (RB on the FIFA/Alternate settings) gave Cavani the jump on the defenders.
Fast LB and RB as much of the CPU's play comes down the wings.
Get players on loan and save them in your club until Superstar Medium level and then use them together to make a better team.
Occasionally, Konami put special agents out which give a much higher chance of getting a black ball player. Make sure you pick these up.
Complete the rest of the achievements first in order to build up quite a few points which will allow you to get players on loan.
A good keeper is a must as there will be times in a game where you are under pressure and need to make saves.
I was using a 4-3-3 with the following team:
Oblak
Carvahal, Bonucci, Pepe, Rodriguez
Naby Keita, Lemina, lallana
Zaha/Pedro, Cavani, Dembele
I found the Legend level was no harder than Superstar Medium but spent around 50 games trying to get past this level.

I’m yet to get this achievement but I see it as the ultimate measure of not only skill in the game but also dedication to finishing it.
Ways you can get the edge:
- Logging in every day to get the myClub bonuses.
- Winning one myClub match every day to get the first game multiplier.
- Winning various myClub tournaments to get extra rewards, including special agents.
- Sticking with a consistent starting 11 and building up their levels to improve their overall rating.
- Completing all other game modes to get all bonuses associated with the various modes.
Obviously the better you are, the easier you’ll find it. I’m finding matches on Super Star very tough and I have five 90+ rated players (levelled-up Neymar, Romario, Thiago Silva, Boateng and Kroos). It is very frustrating to see Neymar beaten to the ball for speed by a player rated 56, but you have to get used to it.

This trophy is not easy and will likely take many attempts to get right.
To unlock Legend you are required to win games on Superstar which unlocks the difficulty but I unlocked it in exhibition playing as my super edited team vs a terrible team on Superstar. I suggest playing myClub so you get used to the team you will be using.
Going from Regular to Professional is quite simple as you will win plenty of games with a wide margin like I did but then the step up to Top Player can take time as you will need to win two in a row on each Weaker, Medium and Stronger to advance like the previous year.
I struggled with Top Player stronger for a lot of games as I kept winning one and either drawing or losing the next, then I got better players and made the next step to what last year stressed me out on Superstar.
Another I'd say 40 games to get the six wins required I reached Legend for the first time, after like Top Player I was stuck at the same game over and over again.
Legend is no joke. Even though you're facing a weaker side of 50 rated players, some of them play like Messi and the ball is stuck to their foot. After my first game I got a 0-0 and I was thrilled and little confident oh did that change when I was destroyed by Dybala and lost 4-0. Then I was demoted back to Superstar and needing more wins to progress.
This was a running pattern. My total on Legend was 5 wins, 4 draws and 6 losses. Not bad but remember it has to be in a row which is awful.
Scripting, if you've never heard of it, prepare to see it. Scripting on PES is something I've never experienced first hand until playing Legend, which is a thing where say Messi can be caught by a slow defender with ease. I experienced this a lot getting through the games where a small player will out jump an enormous defender.
Anyway to the good part, I did eventually get two wins in a row and the first win was incredible a 4-0 win with R. Sterling scoring a hat-trick after my main RWF was out of form. Then the second win was the most intense I've had in PES, 87th minute winner after my goalkeeper made 12 saves, he was superb and then the trophy unlocked. I literally ran around the house liked I had actually scored.
You can either tough it out and hope you get some decent players or cheat a bit and spend real cash on buying some players. Here are the ones I managed to buy:

With that team I had speed and strength in both ends of the pitch but I had two stars Griezmann and Mane who I used merely to run down the wing and cut it back to someone in the box, something which was so simple but effective on Superstar and a few times of Legend.
I can't give much advice as people play differently but what I can say is when you take the lead, don't pass the ball between your defenders and goalkeeper like last year as the A.I is smarter this time. Instead have someone hold the ball in the opposition corner and keep dribbling up and down until the final whistle. I used Modric as he had the best ball control.
