In the myClub game mode, navigate to the option titled Divisions (SIM).
Play a match. You control your team as a manager. In other words, you aren't controlling the players but you are in charge of all substitutions and tactics. It is better to wait until you've signed a handful of good 80+ players to make your team competitive.
If you win, you will unlock the achievement. It may take several attempts to complete.
By winning one match you will also meet the criteria for promotion, which has its own achievement - "myClub:Divisions Promotion(SIM)".
