3 - During point 2, secure a National Team management position. The better the team, the easier it is to sim wins on point 4 and 5. Normally, multiple countries will offer you a role after 12-18 months or so. The game makes this obvious to you via the onscreen prompts - keep an eye out for the red dot on the Manager's Office tab on the left.
4 - Ensure your chosen National Team maintains a decent win record while you're in charge - you don't want to get dismissed from the role. I used the guides from PES 16 and PES 17 for those, Irish. The last three games have been very similar for the Be a Legend achievements.

i found this easiest with brazil, never had any problems with the squad selection, injuries, etc and didn't lose a single game in the qualifying group
one thing which can help, since you are simming until the world cup starts, try and buy your nations players and build their ratings up in your club team. neymar was 94 and gabriel jesus was 89 when i reached the start of the world cup
don't forget to play the final game and don't sim, otherwise it won't pop

Mine personally glitched on me when getting to the final and winning, even though I unlocked the GP for winning the tournament I didn't unlock the trophy and I didn't have an older save so it required me to play a further four seasons to win the tournament when I actually played. Make sure you save before the final and if the trophy doesn't unlock for you, reload and play the match.
