The quickest way I found to get this was to train up the goalkeeper by buying the 25,000 credit packs of other goalkeepers in Contract > Agents > Top Agent.
My reason for picking the goalkeeper is that the other packs of players are selected only by Forward/Midfielder/Defender. By picking packs of keepers you ensure maximum rank-up return on the players being converted as they will all play the exact same position as the player you are training up so conversations don't lose value due to difference in position. If however you were to pick (eg) a midfielder you would have left and right sided, attacking-minded and defensive - etc etc.
Do note, this achievement seems to be a little buggy as I am aware of it not popping for another TA user when it should have.

The simplest way of training up a player will be to play matches with them, after each match depending on their performance you can rack up a lot of experience but there is an easier way to earn experience and that is training with other players. In previous games the position, nationality and club would add a multiplier to the training but this year it seems to be random.
I was able to train up S. Mane with another LWF but not from the same club or country and got them 27,000 experience points and dramatic rise in levels. If you delve into the agents you can get a minimum silver which can increase the level of the player you're trying to hit Level 35 with. The level needed isn't particularly difficult as you can reach level 80+ with some players.
