There are several shops across the map where you can spend your ore fragments on new guns and abilities. They all share the same unlocks so it doesn't matter which one you visit. The unlocks are split into 4 tiers and you must buy all of a tier before you can buy the next tier.
For this achievement you only need to purchase 5 of the 8 unlocks. This will cost you a minimum of 90 ore fragments. There are a total of 205 ore fragments in the game so you'll likely come across 90 without much issue, especially if you are going for all the secrets.
