This achievement requires you to win a rallycross season.
Below are the rallycross championships in career mode and what tier they're in:
Tier 3/4: RX Lites European
Tier 3/4 RX Lites International
Tier 2: RX European
Tier 1: RX International
The earliest you can do this is Tier 4, which is when I believe either RX Lites European or RX Lites International is unlocked (can't tell as they're locked for me. Complete any one of these championships and you'll unlock your achievement.

I did the European option at tier 2 but oddly no achievement? I ended up doing the tier 1 rallycross season which gave me the achievement at the end.

Rallycross is available in Tier 4 and higher, it's the Purple path in the picture below. Complete any of these championships through your career to get this trophy.
In Rallycross, your opponents always seem to match or do better than you even on the lowest of difficulty settings. If you're having trouble with this, go to options and turn off the rules and regulations. Now use this to your advantage to cut corners and easily beat the AI.
