First things first you want to go to time trial. You are looking for a track and vehicle in which another person not only has a record on it but has also used a tuning setup indicated by the wrench and has a ghost. Pick a gamer with both tuning setup and ghost and add it to your time trial indicated on the left side. Then hit start.
I used the Daytona International Speedway Tri-Oval with the McLaren F1. In the time writing this there is two people in the top ranks who has the same trial I am looking for. There are plenty of other races that have setups like this, this was the first one I found.
Hit right then on the bottom you should see X Check Ghost Setup. Hit x then ok. You are now in the tuning setup menu. Go down to the save option and hit "save to new setup slot." Hit right into the setups menu and highlight Create new setup. Then it wants you to give it a name. The name is irrelevant since it is usually the GT you are getting this from. Once you finish giving it a name you will be back in the tuning setup menu and your achievement should unlock here.

In the main menu go to Community, Time-Trial. Click on Add Ghost on the left side and refresh the page with

if necessary. Select the ghost of someone in the leaderboard who has a wrench icon under Tuning Setup.
Now start the time trial but before starting the race, press

to download the ghost. When it's done the trophy will pop.
