How to unlock the Emergency Stop achievement in Project Cars - Definitive Guide
For this achievement you need to brake from 64mph/100kph in 2 seconds or less.
The best car to use for this is the Formula A on a track with a good straight, something like Road America or Nurburgring.
From the main menu enter 'Solo' and create a race with the above settings then once the race starts get the car up to 64mph/100kph and then hold the down fully until you stop.

Thanks, tried it originally on free practice but didn't seem to want to unlock. Followed the video guide and got it first try

I can confirm this doesn't work in free practice but a solo event got it.

Take the Formula one (A), choose a circuit with a little straight line (like Road America) and reach(affect) 64 miles per hour (a 100km / hour) and brake up to the stop (ruling) of the vehicle. Then the achievement pop.

easy achievement but i still made a video anyways ... ENJOY !! :)
Setup a quick race and choose road america as the location, then choose the Formula A car. Straight from the start just accelerate to 100 km/h (63mph) and then break straight away.
You will likely unlock this randomly. Just get to 100km/h and then hard brake and this should unlock.
In order to earn this trophy, you will want to be use the 250cc Superkart. Simply find a straight, wait until you reach 100 km/h (65 mp/h) and then hit the brakes. If all goes well you should get this trophy with very little effort.
