How to unlock the A Giant Leap achievement in Project Spark - Definitive Guide
Quicker way of doing this (using two rubber bands and a wired controller):
I discovered that you can do this much much quicker. Start a world from scratch using CREATE. Load up the sculpt tool and select add/subtract terrain.
- Hold the left and right triggers and you will see that it simultaneously adds and subtracts terrain( without moving the left stick).
- Use the 2 rubber bands to keep both triggers pressed down and leave it alone. Within 4-5 hrs you will have reached level 11 in both of these milestones and unlocked. the achievement!
Also along the way you will also unlock the World Builder Achievement

This is quickest way to get achievement. Got World builder so this is is quicker.

Since the changes from Dakota, as mentioned in other solutions, it's much easier now to get Tier 10 milestones by using add/subtract terrain (rubber bands on both LT RT triggers) or by placing Lightbulbs (or Sound Effects, Paths...), if you simply only want this achievement.
Anyhow, I still recommend that you use my "Tier 10 Milestone TA" map, if you want to grind the milestone "Total Community Worlds Played" and to obtain other 100 hours achievements (MTV, Comedy Central, VH1...) in parallel.

There are various milestones for you to level up to Tier 10. However the easiest Tier 10 Milestone is "Total Community Worlds Played". So you have to play 100 hours of community games.
Simply load up a community game that does not automatically end. Just let it run over night. So you will gain 7-9 hours per night.
Make sure that the Xbox controller is plugged into the USB port. Otherwise, when the controller is idle for a while, it will be automatically off and the community game will be paused.
While in the community game, You can check the progress by pressing then to load your profile. "Milestones" can be found under the "Challenges" tab. Navigate to the right a little bit, you will find the milestone "Total Community Worlds Played".
PS: I suggest that you also snap a video app, for example Hulu Plus, to obtain other 100 hours achievements in parallel.
PPS: I made a minimal map for you guys. Search "Tier 10 Milestone TA" to play and grind this achievement. It should consume the least Xbox/PC resources.
It seams the timer reduced to 64 hours for tier 10.

Tier 10 is showing up as 64 hours for me. Can anyone else confirm if the requirement has changed?

A really quick and easy method is this:
Go to Create and select Start from Scratch. Go to the Props menu and select Lightbulb.
All you then need to do is move around the world with the left stick and pump the right trigger to place light bulbs. You can Level up really easily and within half an hour you will hit Tier 10.
If you get a message saying you have placed the maximum amount of props just exit out and start again with a new world.

Wow. 100 hours? There's a MUCH simpler way.
One of the Milestones is to add sound effects. Go to Props, move to the right to Sound Effects, and pick any of them. It doesn't matter.
Then go into any world and spam the RT as you move around.
To complete Tier 10, you'll need 2500 sound effects. You'll get a lot of XP doing it as well.

Your best bet for this one is to have your X1 idle. Easiest is the Tier 10 Total Community Worlds Played at 100 hours. Good news is that you can run the game, load up a community game like Link's adventure or something similar where the starting area can't kill you and go to Netflix or IE to do something else. The time still counts for the Tier to level up.
You'll need to check the game every once in a while because the game might disconnect from the Project Spark Services.

Achievement has been discontinued due to the server shutdown. It's impossible to unlock this now. Milestones are no longer available.
