This is done on level 3 and can be done on any difficulty (I did it on easy).
In the 2nd stage of this mission you are asked to escort some transports and cargo ships. To get this achievement you must ensure that *NONE* of the transports and cargo ships are destroyed in this stage, or the final (third) stage of the mission. In the third stage there is a destroyer that appears, and taking it out early helps alot in meeting the requirements.

For the third stage of the mission, it appears that killing the two enemy aces ends the mission no matter what. There were quite a bit of other fighters left, and the cargo ships had just reached the halfway point.

For me, it seemed like I could not get this during mission select. I had to play through the campaign to get it.

Make sure that all 7 refugee ships escape on any diffculty. Easiest way to do this is to engage the attackers as they are the only ones that do major damage to the ships. The first 3 are during part 2 and the last 4 are found in part 3.
