How to unlock the Decked Out! achievement in Project Wingman - Definitive Guide
You need to fulfil your air fleet., air fleet status can be checked at the bottom right corner, upgrades are not needed. The achievement may not pop up at once when you buy the last unit. On my playthrough, I played 21 missions to accumulate enough credit and bought the units, and it popped up when I finished the 22nd mission.
If you close the game at once when your plane is shot down, it is very likely that your failure is not saved, it just looks like quit the mission, and you can continue on.
Edit: Currently, the console ver. has an issue with hiring den. Connecting a mouse is a temporary solution.

for people like me having trouble buying other units because the game keeps reselecting the first unit for buying; plug in a mouse, it has native mouse support thankfully

Ive bought everything and completed 23 missions. It still hasn't unlocked. Anyone else have this issue? This is my second time getting this far and the achievement is still locked. Ill just keep doing missions.

Just to add some info.
Accumulated credits and cordium engines do NOT carry over on Conquest playthroughs.
The pilots on the left most column just require credits, but increase in price each time you buy one.
The airships in the middle require credits AND cordium engines. On each mission, the info box has "cordium" with a number next to it in the bottom left. This tells you how many engines you'll win for beating the mission. So if you need one or two more to finish out buying the fleet, you can choose missions that will help.
On console, there's also a glitch with menu selections. If a category/unit is grayed out you cannot pass over it. So make sure you buy out the bottom of the list first. If you buy all 6 rookie pilots, you can't move down to buy elite pilots.
Buy the elite ace 2/2 before the ace pilots 3/3. Easiest is just make sure you leave one unit left to buy to navigate the whole unit list menu. 5/6, 3/4, etc.
