How to unlock the Unstoppable Power achievement in Project Wingman - Definitive Guide
Jiafei0018 is correct, but instead, you can do this on Easy difficulty and X4 Alert. I got to level 30 after two missions. I did the priority target mission for anti-air defenses and left the priority targets alone until I destroyed everything else and I got to level 25 in one mission. The missions are randomly generated, but on easy difficulty, you should be able to reach level 30 in only a few missions at most, just be sure to stay and destroy as much as you can.

playing the game pass for pc version... bought all the units... bought all the planes... got alert to lvl 30... only got credit for buying the planes... none of the other conquest mode achievements unlocked and now... i have random game freezes before or after completing a mission... ridiculous
edit: after a couple new conquest playthrough i got the ALERT LVL 10 to pop up as it should have but the LVL 20 was unlocked at LVL 24 and LVL30 never showed up...
the game still likes to freeze on mission ending... BLACK SCREEN of death

I recommend finishing a mission thus creating a hard save point some time before hitting lv. 25 which is effectively when the heat gets turned up to max. To do that leave your last priority target, preferably a neutered airship, alive and just fly around minding your tail whilst racking up alarm levels until it gets uncomfortably crowded (and/or your frame rate goes to shits).
This way if things go sideways later on you can just dashboard out and try again from your fairly recent save state.
Lastly, the achievement pops mid mission as soon as the counter ticks from lv. 29 to "Red Alert".

Just to reiterate, I had no idea what was going on from reading walkthroughs before playing for a while.
In Conquest mode, as you destroy enemies, you will slowly increase the enemy/Federation alert level. As in they realize some mercenary is attacking them, so they'll send out a bigger and bigger response.
This carries on and builds across the missions as you play. So racking up huge kill scores and point totals early, make each successive level more difficult with more enemies, and upgraded enemies.
Don't bother with this until you unlock a decent plane after some playtime and credits. (Plane unlocks carry over through playthroughs, but not the airfleet/hired pilots).
You can start out with an alert multiplier at .5x, 1x, 2x, or 4x. So 4x builds alert level four times normal rate. You can play a level indefinitely as long as you don't accomplish the objective and shoot down that last enemy, so you can gain a huge alert level in only a couple missions.
